I think one server is important.
When you release a mod everyone wants a server, and within a week you have 20 servers set up all dead and pointless, and it makes the mod look dead to anyone loading up the server list. Obviously those people want servers for training with their regiments but it isn't worth it. NaS always had a shared training server where several regiments would train on a saturday night, and it seemed to work for the mod. And you definitely need a main official battle server for public play with active admins. Publics need to know which server to go on and play, if you leave it to them to decide they will be split up and it will kill the mod.
