Isn't the whole point of League 3 (or the lower leagues at least) to compile all of these new regiments (and yes 2 months is new) into their own separate division? It gives the organisers and the regiments in question time to establish an understanding of each other. There is a certain stigma attached to lower leagues, namely League 3, but I feel this is unnecessary. Regardless of what league you are in this is still the most competitive and highly respected tournament in NW, meaning that all the leagues provide a high level of quality and competitive play.
With regards to the 22e and other new regiments applying, you must understand that your potential and skill as a regiment is not yet known to the community and organisers. It would be reckless for an organiser to place these new regiments in, say League 1 or even League 2 in some cases, without knowing whether you would have to right skill to compete in those leagues (having a majority of players which came over from a previous regiment does not necessarily equate to the same skill as that regiment).
