Yes, double-spawning is against the rules. It is sometimes hard to catch.

one could make a script write in the logs when the round ends.(either right after the last man dies, but you would have to remember while you are reading the logs that there are about 5 seconds or so after the round ends and the next starts. ) or  you could also make one when the round starts.
