We shouldn't need to tell him anything. Seeing as the match didn't happen, it's clear the 17thFLR didn't attempt any contact either. I'm not a truancy officer. I don't chase people down since that's not my job. I don't know if you noticed, but a lot of matches in League 3 didn't happen when they were supposed to. Regiments in League 1 and 2 have never needed to be told that they need to sign up for matches.

Here, let me show you something from the front page:

Their will be a board of moderators, 10 to be precise, to help facilitate the rules, interpret matches if they need to be, and provide stability for the event.

Do show me where it says that I'm required to babysit regiments outside of their matches? You know who's job is to make executive decisions like what you suggest? The head moderators. Go complain to them if you want regiments kicked from the league. The 17thFLR didn't play the 58th, so as per the regulation on the front page, their match was recorded as 0-0. If they want to appeal to actually play the match, then they will make that appeal privately to the head moderators.

However, League 3 is quite shorter than the other two Leagues. The matches that have not been played should be played as it may affect placings for the potential post-season matches.
