No, I would recommend removing a faction to reduce the lag. I would suggest removing France.

Yea they should be able to reload while moving, in every case this is the franco-prussian war and not the napoleonic wars.
Also, will the frenchies have their machinegun http://en.wikipedia.org/wiki/Mitrailleuse
If so, that could be great to recreate the early world war I in events  ;D

Yes you can, i asked some people who own bolt actions to try it and they said though could.
