It depends on regiment size, if the regiment has 50+ attendance in line battle, shooting is much more important. Accuracy can decide the result of the battle. But to the medium or small regiment, good melee skill is the key to the victory(ACE, clutch, go pro), regiments such as 18th regiment ( previous 12th in NA), 2te (previous 9y) are doing a great job in close combat.
