Terrible rubber banding

When ever I play on NW_Official_EU_1, NW_Official_EU_2 and NW_Official_Event I constantly rubber band and it makes all of these servers are unplayable, has anyone experienced a similar problem and have a fix?

It's when you are walking behind someone and it seems like you lag in front of them just to snap right behind them later, same thing with people behind you. The effect makes you feel like a rubber band being stretched then released kinda.
