They're both Dutch Marines. The top picture is an early version, when the Dutch were allied to France, and were led by French officers. Which would explain the French cockade on their hats. The bottom picture is the late Dutch Marines, when the Dutch were part of the Allied coalition against Napoleon I. You can see that they replaced their hats with shakos, and made some slight uniform modifications. However, it's really hard to tell if the top picture is really from the Napoleonic Era, or if it's truly from the the 1830s. I looked at some pictures, and apparently the 1830 Dutch marines had identical uniforms to their 1809-1816 ancestors.
