Since rendly ruled it and he had no children, that would make stannis the heir to the stormlands. Unless it was the king who ruled the stormlands in which case it would be tommen. Although i dont know enough about GTO to tell you exactly who.

The stormlands are currently ruled directly by Tommen. Most of Stannis's bannermen surrendered declared loyalty to the crown after the battle of the blackwater.

Keep in mind that both Joffrey and Tommen are legally Baratheons as far as the realm is concerned.
