OOC: Historically, not entirely. At least when Protestantism came around, the states were divided but still pledged to the Emperor. How it will work out in this is still to be announced, I guess, but I'm certain individuals will have some free choice. States can war other states for instance (Holland and Friesland are both in the empire).

The Republic of the Swiss
The Republic proposes to the Holy Roman Emperor and the Empire's Electorates that it's city of Zürich will house safe trade between the Empire's northern states and the states of Italy, allowing safe, quick, and direct passage through the western Alps.

In address to the Swiss-Dutch trade route, the involved states will be decided (by GM/AI/or not) based on their cooperation and contribution in trade value to the rest of the route. While the primary goals of the specific route are to grant trade access between Northern Europe and the Italian region, it is indirectly an attempt to strengthen the economy of the Western boarder of the Empire and the states in which it includes.

The Holy Roman Empire accepts that Zürich will become a safe house for trade -- we hope that this will further increase the amount of trade that is sent between nations.

His Majesty, Charles VII, King of France, requests that England consider a 24-month ceasefire. The terms of the ceasefire are as follows:

-Margaret of Anjou will be married to Henry VI.

-France will offer a payment of 20.000 livres as a dowery.

-French trade will be reopened.

-All attacks against either Kingdom will be halted until January 1446.

-Trade will be open between England and France until January 1446.

Mercenary Registrations Act - Naples

The Kingdom of Naples has begun a massive census of all mercenaries within the Kingdom. Mercenaries have been instructed to head to major cities in order to become registered. However this sudden movement of men has had a backlash. As more and more bodies press themselves into the cities there is less and less space to hold them. Inns are full to bursting with rowdy and rude foreign mercenaries. In the evenings these men fill the taverns and brothels of the cities spending their gold. But the alcohol is taking its effect and many nights end in massed brawls between mercenary bands. The city watches are buckling under the pressure as these brawls often end in multiple dead - (28)

Switzerland begin establish a trading empire

With the blessing of the Holy Roman Emperor the Republic of the Swiss have begun to establish the following trade routes:

- The Swiss-Austrian-Hungarian Route
- The Swiss-Venezian Route
- The Swiss-Dutch Route
- The Swiss-Burgundian-Nevers Route
- The Swiss-Genoan Route

These routes aim to spread prosperity to the nations along their paths and bring a great inflow of riches into Switzerland. However these caravans are often under guarded and there have been reports of caravans being attacked by bandits on the Swiss - Dutch Route. Though these reports are few and far between something will need to be done! - (43)

The Republic of the Swiss
This month, the Republic will begin an increased spending towards infrastructure and boarder security. As a society establishing itself as a central-European mercantile hub, the Republic feels like it is most fiscally and politically obligated to improve the primary roadways of the country and security at the mountain pass entrances into the Republic. The construction will begin on the first of April and will continue at a steady and safe pace until completion. This will include an improvement of any old infrastructure in the Republic, focusing on the primary roads throughout the country, and the establishment of five small but modern forts (one fort for each province) in the most key positions of the boarder in order to ensure the highest defense for the people and trade of the Republic. Budgeting should ensure the construction will efficiently be done by the spring of next year.

Upon full completion, the forts will be garrisoned by fifty men each, under the guidelines of three officers each, for a total retinue among all five forts of two-hundred and sixty-five men. To effectively afford the increase in maintenance towards defense and infrastructure, a flat-sum toll will be charged at each fort upon entering the country, equal to the minimal amount needed to safely keep the roads and forts well kept and the retinue fully paid. The toll should be scaled based on the traffic level of the region, and should not exceed an unpayable amount for trading businesses and peoples.

The Republic announces its public concern of the increase in crime between Zürich and Amsterdam. It requests the involved nations along the route to increase their policing of the main road between the two cities and along the roads branching to the involved states' trading towns that benefit from the route. A fair warning to states unwilling to improve their obligation of the route includes a rerouting of the path to more willing and capable regions between Zürich and Amsterdam.

Lastly, the Republic of the Swiss offers to extend the Swiss-Burgundian-Nevers Route to include the Kingdom of France, the Kingdom of England, the Duchy of Lorraine, the Duchy of Brittany, and the Duchy of Cleves. The Republic is certain that this extension will grant economic and political stability to the region and strengthen the current ceasefire. The route would naturally be an extension of pre-exidting domestic routes throughout the Frankish region.
