Hosting it on your own pc is an bad idea, what's even worse is to try to sell an teamspeak server with no TS reseller license, given the possible consequenses. Good Luck though :-)

Price?  Cheap is a  rather subjective term. Call me cynical, but no one wants a server run on someone's PC at home - they want one from a licnesed TS reseller, that they know will work.
