Well Franco made the King his heir and he even had the power for a short while, but he gave it away to reinstate a new democracy.

But your question was why. Well the fascists and the right wing in general at the time was ultra conservative and royalists, so it's not that weird of a decision.

Because the monarchy is a symbol of Spanish nationalism. Additionally, installing a divine ruler, no matter how little power they actually have, creates far more stability than an elected president or dictator.
