To get back on topic, If, Poland, Russie, Former Yugoslavia, France, England, Germany, Sweden, Denmark, Italy, Czechoslovakia, Turkey, Finland, Netherlands, Ireland, Austria-Swisszertland and Belgium managed to get the minimum roster, we will have 16 teams and so enough to complete all the groups right ?

You can't just recruit anyone from any country. Hekko and I have the nation-sharing rules drawn up somewhere, but he isn't here to finalise and post it. For Finland though, you can take people from these nations: Estonia, Latvia, Lithuania IF their nation does not have a team and also IF your team is 50%+ Finnish. A similar rule has been applied to Yugoslavia's team, it's been allowed to draw from other Balkan states which have no national team, provided 50%+ of their team is Yugoslav.
 
We really want to avoid the whole 'nation coalition' business that ruins the basis of this tournament, but we also want to give some leeway to small nations without teams with cultural similarity to neighbours who have teams. I think this is a decent compromise.

Well what the fuck, we're allowed to take Lithuanians but not our neighbor Norwegians? They are not forming a team to my knowledge, nor do the other scandinavian teams need them.
