It gets even more confusing when you realize that while no-body vetoed the resolution that recognized Palestine, not a single member with veto-right has recognized it except Russia, who did so prior to the resolution if I'm not mistaken. The west is balancing around not actively supporting Israel's actions and not actively opposing them, mainly because they've been supporting them for years, facing huge loss of face (pun intended) if they would change their position.
Also, most of those non-western small states that don't recognize Palestine are actually paid by Israel not to recognize it.
