Historical Reenactment / Laws on weapons.

I was just wondering about how the laws on historical weaponry go, and not just in holland over here, but also out there.
In holland, everything before 1870 isnt considered a firearm, though the weapon MUST be produced before 1870, replica's count as firearms, and thus illegal.
Cartridges are considered ammo, though just blackpowder isnt, and only musketballs are illegal as well.

quick question to dutch re enectors, how do you aquire one, and are you allowed to fire them, outside re enectment grounds?
