Because no one knows this 14 year old, nobody can relate to this 14 year old, and this sort of stuff happens every day, infact probably every minute.
While Brian dying, millions of people know him, people can relate to him, and it doesn't happen often.

Wasn't this the same cartoon which pretty much abandoned all vaguely serious plot anchoring stuff and characterization for cheap comedy after it returned from being canceled?
I seem to recall an episode where said dog was brutally beaten by the baby to the point where the car running him over looked like a playful incident.
