He says that the files are changed to make the game "better"... but he doesn't describe what's different about his version or how exactly it's better. Could be a virus or something that would mess things up. Looks shady.

Edit: Screenshots are skins, but he only shows one unit :-\

Its a simple case of someone not using the mod installer as provided by the source code package.

This way people get their hands on content that they did not pay for (no NW CD key check)
Ill probably send a report to moddb, if I care enough, at this stage I dont think there is much problems, this mod is very much in it's starting blocks.

If anyone speaks german properly, it would be cool if you send the guy a message explaining not to distribute a rar file or so, but use the provided installer in the source code package.

Google translate comes out as "Dieser Mod wird in Kürze beschrieben werden", not what he wrote, so I doubt it. Anyway, I don't know why he would post it in German on a primarily English speaking mod website unless he didn't know any other language besides German. He probably just has horrible grammar - not too uncommon ;D
