Iron Europe / Cannot install the mod when it does not recognize Napoleonic Wars

I have seen this on the internet.
You have a full functional Napoleonic Wars mod.
You then try to install Iron Europe.
It says you need Napoleonic Wars.
You check the register via Window+R
It still says so despite the register key has been entered and saved.

Does anyone have an idea of why this problem keeps occuring?
