No, the UID isn't set in the registry base.
However, here is found the CD Key which determines what the UID will be,
but if your CD Key is incorrect, you won't have a multiplayer identity therefore you won't be able to join a multiplayer server.

Its just one number higher and he/she managed to pull it off.

Also regarding @Betty I never had any issue with her before 3 days ago, but when she came lagged the server hacked and made the server drop from 200 to 0 players of course I have problems with him/her now.

It had to be done when she was giving ridiclouse lags.

Concerning the one number difference, it's not very surprising, it could simply be two different keys generated one after another.
