We have allready "mercenaries" in the game: German & Scottish units for Sweden, Spanish & Balkans for Habsburg. In the Thirty Years War was no army without any mercenaries, or other way round: there was no "pure national" army. So a mercenary faction would not make sense and just "takes away" possible units from the factions.

That's what I was getting at. A faction of purely mercenaries or purely 'sub-factions' takes away from a potential faction slot (like France, England, Sweden, etc. (just examples)), when mercenaries and those 'sub-faction' units can be spread out through the factions, and make more sense in doing so.
