Don't worry, with a budget limit, no team captain will afford to stack a full team of hEaVy_sTaRs due to their stellar prices. So at worst, there will be a team of like 3 veteran heavies + 2 cheap hussar fill-ups from 4e or Nr. 6. All properly mixed and balanced.

No it won't, they will all be seperated. Depending on how many heavy cav sign up, the captains won't be able to decide themselfs if they want to have more heavies.
And if they don't like that they can steam/pm me that they would like to be removed from the tourny.

Eg: Let's say 6 Heavies sign up, there are 5 teams. Every team gets 1 Heavy maximum, unless you are the highest bidder for the remaining heavy. The highest bidder of the remaining heavy will get that heavy, but apart from that they can't exceed the limit of heavies.
