The Confederation doesn't want to leave anything to chance. Being as Austria voices their hatred towards the French, and so close to home-land. One can only hope for a brighter future, but prepare for what they look to achieve, war.
War is but a stone's toss away, the Swiss looks to be prepared with what little they can be. Encouraging it's people to see the threat, however not forcing their hand for now. Nothing's worst than pressuring where pressure is not due.

He sees them as war mongering for Buonaparte who tries once again to spread chaos across Europe already wearied after wars of late. He claims, that these actions, as strongly as nothing else, shows that fears of Alexander were correct indeed, and Buonaparte have to be stopped to guarantee peace in Europe.
As man of peace, Tsar Alexander offers non-agression pact to his closest neighbour, Sovereign of the Sublime House of Osman, Sultan Selim III. May the friendship already expressed by continuous trade be also expressed by safety of subjects of both Emperors.
