Question....if you cant FOL except arty but you can FOC do you have to be in a line while charging? or does the FOL apply to those undergoing a charge?

No you don't have to be in a line while charging, FOC means when you charge you can fire out of line whilst charging. but you may only FOC if you can carry the charge.
