Go to the capital of whichever nation you want to join, take a walk around the streets and speak to the army recruiter. (He is usually on a street corner and is dressed in a military uniform) Tell him you want to join the army, he will give you 50 francs and a musket, head to the military depot to get your uniform.

Seems to be a problem with the Polish faction. Can't seem to find any of the leaders in the towns and such. When I enter their rooms, no one spawns, not even the guards.
