Abolish the CR!

We all know it's pointless, so let's get rid of the system. If you don't, we might put up Germans next time again to take care of this mess.

The CR role is what the user makes of it, yes the last few have been fairly useless/pointless and I'm sure the next few may also be but that is down to the attitude of the users, the role itself can have value should the user choose to use it correctly.
