The term OFFICER here refers to those who are using the Cfficer class in-game.
If a player is not playing as the Officer class in-game, the term OFFICER and OFFICER-related rules do not apply.
Flagbearers/Ensigns, Musicians or Rankers do not count as an Officer class.
