Do higher ranks (Gold Nova 3 >) also keep getting matched with slavs, or is it only the lower ranks? Literally can't play a normal game without a bunch of 12 year old slavic trash screaming into the mic.

Most people at DMG preque anyway so if you play solo youre at a huge disadvantage already.
