You put the bet in, the bet is given by you giving away the items. If your prediction was correct and your team wins, you request the items back along with anything you won. If you lose however, nothing will be returned and they are gone forever. Just like how it is in real life with money

The timer is how long until the match starts. The timer above bet link is how long you have to accept so you don't bog up the bots. Read over the lounge tutorials provided by the site before placing bets so you don't get upset if you do something wrong.

I don't know how many times I've told you people to leave skins in returns. Even if you bet small on a low risk match, you get your weapons you bet into returns. Then you don't have to deal with bots. I haven't traded with a lounge bot in 3 months, I just rotate my returns.
