Still confused. Is it done or not? if it is give it to us. If it isnt.....then what else is needed?

He did not write that very clearly but how I interpret it is that they have done all the technical stuff (modelling, texturing, mapping etc.) but they needed regiments to play the mod and they did not get enough signing up. Considering how mods these days (save a few like NaS) rarely get large numbers on it looks like it may have been doomed from the start sadly.
However, I never saw any screenshots of the uniforms, only one video where they were still wearing their Napoleonic getup.

When you say "Units" do you mean textures, models? or did you have everything just not the organized units.
