It is possible, but it would cause your game to be out of sync with the regular NW files, meaning you can't play on it.

I have been on a few servers now where this is possible.  ???

After looking through all the US and EU servers it seems that only us Aussies know how to change it. I might just talk to the GF server owners.

Possible, and very easy, just remove all the cartridges from all troops in module_troops. Hence, nobody will spawn with cartridges and won't be able to reload!
Else, get to module_items and edit the items: remove itp_next_item_as_melee and keep the melee mode for muskets.
