Nominations ballot

You can put up to 3 people for each category to nominate them. The top 5 nominees with the most votes, with more than 2 votes for them, will be put on the final ballot. If need be, all people in a tied position will be put on the ballot, like if 3 people tie for 5th there would be 7 people on the ballot.
