I would have thought the firebombing of Tokyo tbh. Killed the same on average as the two nuclear bombs.
Definitely not genocide, just war crimes.

Bombing of Dresden by the UK and US was another controversial one, if that's what we're going for.

It will probably end itself in a few years. But nations can decide to close their borders against the IMF and the dollar. To do so they ofc need an adequate military and allies.
Otherwise they end like Iraq or Lybia.
