Assertion failed error.

My friend keeps getting this. http://gyazo.com/000700445ce1e388a5143a77ae667f7e. He verified his cache ten times and reinstalled the game twice. Anyone know what to do?

clear the cache a few times, it works, ive helped people in my regiment with the same problems
