Watching other regiments threads is a good way to get an idea what your thread could look like

Couple things I want to mention about communication. TeamSpeak 3 must easily be the #1 communication channel people use but I just wanted to point out there are other alternatives.
Our regiment uses RaidCall. Sure its not as reliable as TeamSpeak and you need to reset the server quite often but its free :)
Also Steam group call and even Skype bots works quite nicely as a backup if your main communication channel breaks dows. We once had an event that we used Steam group call as a solution and it worked well with 10 ppl in it.

If you're Diplex, then yes, if you're not, then you actually have to recruit people the hard way. It's not fun but if you try you can see your numbers rise steadily.
