no, it doesn't make players get stunned when they shouldn't. players with worse ping are going to react slower, so are more likely to chamber later during an attack animation than players with better ping. it doesn't do anything other than make them do everything a few ms later than low ping players.
Yes, lecture the NW players on how you think their module works. You can’t expect to know when you should and shouldn’t be stunned on NW with just a couple hours experience so I don’t expect you to understand 
there is no "think" about it. ping doesn't affect stun times. that's not how the game works.
players with higher ping are going to react slower, so you may interpret there being some effect like that based on, as an example, them chambering later into animations, but the idea that there's some ping number, in this case you said ~40, where you are able to stun people for longer or at times that otherwise wouldn't be possible is untrue
