Changing vote after poll is edited

There seems to be an inability to allow users to change their votes when you edit the poll, is this a bug or intentional?

I browsed the permissions and I don't see one that would control this, it must be hidden in the minutia. I've enabled the option, try and leave it alone or just warn people to ake their vote count and I'll keep looking into it.
