While Akavir could be cool, it would be a shame if they set it in Akavir. I'm either thinking all the ocean is the coastline of either Hammerfell or High Rock tbh.
Why would it be a shame?
Mainly because we have yet to see a game in the other provinces of Tamriel such as Black Marsh, Valenwood, Elsweyr. I'm not going to count mods towards that really, while the Skyrim Mod Moonpath to Elsweyr was good, it wasn't a full game.
Akavir at least to me would be the most limited option they could go. While it is their world and their rules, Akavir in lore is generally not a good place to go as soon with as seen with Uriel Septim V, Emperor of Tamriel when he tried to invade Akavir. "In 3E 288, Uriel V invaded Akavir, which was ultimately a failure. He was killed in Akavir in 3E 290 on the battlefield of Ionith." Now if you don't know anything about Akavir and the Akaviri species, then you'd see why it probably wouldn't make for that good of a game.

most likely Hammerfell tbh
Hammerfell would be a good game seeing as the last Hammerfell game we got was before I was born and had those cheap 90s 2d text graphics. Redguard was a good game so I've been told, but who knows what the world could look like with those modern next gen graphics.
