There are multiple factors that come in to play when you start discussing ping and how it impacts performance within this game. Don't bother to read this unless you actually care that much.
First of I've played with 6-12 ping for a year, 15-20 ping for a few years and I currently play with 35-40.
The first thing to note is the server you are playing on some servers are just better than others in terms of general performance, this isn't ping related and can be laggy for everyone playing. Say when a tournament server gets over 130 players there are noticeable delays compared to a low populated GF server.
When it comes to judging ping to player skill you have to understand that it's what you are used to, a player with higher ping in the 30-40 range will find it very different to play to switch to lower ping. Vice versa for this.
It is true to say the game is easier and better to play on a lower ping. However the difference between the 10-60 ping bracket is marginal. Yes you will have an advantage the lower ping you get but it does not determine you skill and it does not impact game play enough to say matches or tournaments would go differently if all players had the same ping.
I've played against russians with the same ping as them and ukraines with the same ping on 96y server and other east german servers where ive had the same ping and i've beaten them the same as I would on FRA servers.
TLDR and Conclusions, Ping matters but what really matters is how you play the game and how you group fight. What determines better players is not ping.
