Title: Is this just me?

I have this weird issue when playing on rainy maps:

What causes this?

What should I do to fix it?

It's rather annoying and distracting for me. Any help on the issue is greatly appreciated.

I've seen that before and I never found out how to fix it, although turning off Partical Effects seemed to help ever so slightly.

That is very odd, never seen it before, maybe uninstall and reinstall? might be a texture file gone wrong

Could be, I've used/removed quite a few skins in the past, something may have gone wrong.

Seems to me to be Z-Fighting, probably cannot fix, might be hardware/driver related, post a Direct X Diag.
