That kinda defeats the whole purpose of having a cup of nations now doesn't it? When anyone can more or less join any other nation if their own nation does not participate. Even if he remotely had some affiliation with Ukraine then it could've been something to think about. Otherwise other nations could start doing this as well with that same excuse of yours. Then we might as well have a regular 5v5 tournament where people choose their own teams and stop pretending to have a "world cup".
