Yea, wish the coder guy good luck +100, he is in for quite a ride judging by your ambitions.
It would probably be best to start with only the most basic features (like proper server config, coding spawning rules, factions, money) and when they're polished and bugfree start working up.
You should probably keep this as open as possible and then eventually you could end up receiving some help in code, mod like this one requires knowing all the corners of module system.
If you want to reduce ambitions you could go for simpler scripted RP server with coding done server side only so it is compatible with native NW clients, which means anyone could join and play without downloading and installing mod.
