Do I just make it a material in OpenBRF?

A jacket has 1 material (with diffuse, normal, spec map) .. same for a single hat, a trouser and so on :)
Why should that be a problem?

But I changed the material of the tunic and the texture was just the normalmap. It wasn't blue anymore.

Okay, that is simple, each object in the brf can have assigned one material, the material has the texture, the normalmap and the spec map. The materials are in mmmaterials.brf and the textures in mmtextures.brf
You can create a new material or edit the current but if you are using the same material for differents objects, and the objects need to use different textures, the objects need to get different meterials too.
But you must know that if you create a lot of new materials or textures, the game will run lower than the vanilla version or a version with less materials (the best way is remove all the materials that are not being in use when you finish the uniforms). That is why fr_grenadier and other objects have the same normalmap and specmap.

More like the guys in the background. Also The Kleber Hat (The Black Helmet) was used by the french, although their was still the majority who wore the bicorne instead.

Since I can't have a unit with two different hats, I'll be having another unit with the Kleber Hat.

So this is mostly a skin-replacement mod?
Cause you can assign 3-10 hats to a unit every time.. ;)

Huh? What do you mean?
You can assign as many hats you want in the code for the troops.. like here, an example of a NaS unit.
