no, it doesn't make players get stunned when they shouldn't. players with worse ping are going to react slower, so are more likely to chamber later during an attack animation than players with better ping. it doesn't do anything other than make them do everything a few ms later than low ping players.
Yes, lecture the NW players on how you think their module works. You can’t expect to know when you should and shouldn’t be stunned on NW with just a couple hours experience so I don’t expect you to understand 
there is no "think" about it. ping doesn't affect stun times. that's not how the game works.

Yes, on paper ping difference isnt supposed to be anything more than slower/faster reaction times, but to any experienced player that isnt a complete monkey - which excludes like half of the so-called top players -, its painfully obvious it isnt the case
