What if the USSR didn't invade Afghanistan?

Did it affect how we deal with Terrorism in the Middle east today? I mean after the withdrawal of Soviet forces, Afghanistan became a major breeding ground of terrorism and ultimately created the Taliban. Let's not forget about the weapons and anti-aircraft missiles the Mujahideen received from the US we now fight.
