"Teams are expected to say “r” within 30 seconds of the round starting when players respawn. The round will be automatically live at the 5 minute mark (in-game timer) and the referee will say “Go” even if teams have not said “r” yet.
If a player disconnects or lags out after the round has been made live, the round is still live, will not be reset, and will still count."

I think it's better to just expend a timeout from the team that did not say R rather than start the round and have them get rolled. Less harsh/more forgiving.
It's better just to generalize a rule so it's easy to understand and enforce. It's really to prevent controversy of players dc'ing and teams wanted the round redone from maybe something that could have gone there way or could have not. It may seem more harsh for a dc'ing right at the beginning of a live round, but not so much in a 3v3 situation with 2 minutes left. Either way, it's a unfortunate situation, but having to redo it or give the point to someone makes it a bit of a messy situation because there are a lot of things you have to consider.
In terms of the automatic start, it's been used before in a previous league and it's good to make sure teams aren't waiting forever to ready up. Teams that wait to type r are usually doing it to wait a second and regroup or something like that; which is essentially using a timeout indirectly. They need to actually use their timeouts if they need a pause, and that's why they have 30 seconds to call one before it's an automatic start.
