This is solely based off results I saw in NANWL and the fact that these are the competitive regiments in North America. By that I mean regiments that regularly do 1v1s. Other regiments you should not include simply because you have no valid way of judging them, so best not to at all. I did add a sort of wild card, the 92nd, seeing as they are an up and coming NA force.
The 63e absolutely stomped us 71st the last two matches we played with them. Granted they were not for NANWL, but one of them was still an official match. So I do think they are above us currently. We did manage to beat them and tie them in the past, but it's been a while. Our match on the last day of NANWL will show who currently is better I guess, but judging by the most recent encounters you'd have to give this one to the 63e.
18th definitely belongs in the highest category aswell. Sure they currently are mid-table in League 1, but that is only because they had their hardest matches early. They played both the 63e and 71st in their first 4 matches and lost both of them, but beat the other regiments they played rather clearly. Not to mention, I was there in the linebattle vs them and they could have won if we had had a worse day and they a better one. Between the top 3 regiments I think that it's mostly daily form and attendance that decides who wins and loses. Some might be more constant but they can all beat each other, I know that for a fact.
Below that, I mixed things a bit. It's mostly League 1 regiments with the Nr37 added. Why? Well because they are very strong, formerly League 1 and only put down to League 2 because of some issues they had when the 18th formed. They regained strength again and I do believe they will make League 1 and become one of the better regiments in it. I also added the 92nd, they just really entered the NA scene but anyone who knows the 92nd will know that they are pretty much constantly one of the best regiments around. I think they'll pull that off in NA too. Not only did they acquire some pretty good meleers, but they also can play their EU players who are beast. More importantly though, the 92nd knows how to teamwork EU style, kind of like the 63e. So I think that will give them a massive edge in melee against most NA regiments, even if lots of their members may be somewhat fresh to the game.
