There seems to be two solutions with this :

1) You split this League into two : a League 1 with the 5-6 actual regiments left that can bring over 11-12 players, and set the minimum amount of players to that level in this League ; and a League 2 consisting of the smaller regs and CavGF teams with an average attendance of 5-8, and set the minimum amount of players at 5 in that League.

2) You abandon the idea of making a League and as Lightning said, rename the Tournament to a 5v5 Cav Tournament, allowing larger regiments to sign up several teams.

In any case right now the cavalry community is too fragile for a single League event, regiments/teams would surely disband within a 10-12-week period, so it's not viable. Plus, a 5-minimum rule is unbalanced because the size of current cavalry teams and regiments are very unequal, and larger regiments would be hugely penalized from that.

Hope my two cents can lead to constructive thinking and we can decide together, as what's left of the cav community, about the best current event we could and should host.
