The most common way to make a forum is to purchase a website from a host like Enjin.com, which is designed for hosting clan websites for various games. They're nice for having applications to join a regiment, but even so, most people tend to register and never go back to the site again, so I wouldn't be too worried about it. Your Steamgroup's discussion page is a simple and free.

So...... If you [have played the game for 4 years, have 25 friends who will play in NW if you make your own regiment], you shouldn't be making a regiment.

Never use PTS, it's cancer, and no army in the world uses it in combat missions so why should we.
