Starts extended training for Volunteers
Even we a few of the trained professionals from Balkan war experience can be handed down.
Begins constructing navy
It is ideal to reach a medium supply of ships and crewmen. Especially since the upkeep of land units have been dropped construction will now go into navy.
Decides to use Heavy machine guns & Light artillery to supply army
Agrees with Balkans non-aggression agreement
Only if Albania and Montenegro themselves accept the written agreement as well.

The German Empire will begin to focus on bolstering it's naval power, and will begin researching more into naval combat, submarines, and newer naval technology.

The German Empire denies the trade agreement with Russia.

The German Empire will expand upon our rail-roads and economy.

We will also begin to placate the local rulers of our African colonies, hoping to improve relations with them and maintain a stable relationship.

The German Empire accepts the Portuguese's embassy into the Empire.

The German Empire accepts the Ottomans Empire's purchase of the Gewehr 98 from us.

The German Empire denies the non-aggression and research treaties from Norway.

The German Empire will send German officers to our trusted ally Italy to teach them how to properly fight, they will return once improvement has been seen.

Russia is concerned why Austria is asking for further weapons when they are a well-armed army at present?

Secondly, Russia accepts both agreements. Russia also takes in the Swiss advisor as an honored guest of the Tsar.
