The Provisional IRA, on the other hand, is a whole other matter.

Consider all that the England has done to Ireland, then weigh that against what the IRA did;
To the English they were terrorists, however to the IRA, they fighting yet another English occupation.
I'm not in any way saying what the IRA did is just, but from their perspective England was in the wrong.
